Managing migration and 'The War on Terror'

On February 26th Professor John Salt gave a presentation on Managing Migration at a seminar on "European Homeland Security After the 'War on Terror' - Striking a New Balance between Risk and Freedom".

The conference was jointly organised by the Friedrich Ebert Stiftung, the German Embassy, the European Movement and the European Commission. In his presentation John suggested that security was not a driver for migration policy in most countries and that it was unfortunate that the two had become conflated. He also argued that migration policy in the UK had become a 'numbers game', but that talk of caps, quotas and balanced migration was meaningless in the absence of an overall population policy.
