                  Global Mobility of Talents: Taiwanese Highly Skilled Migrant Workers to Shanghai and Singapore

                  This project aims to investigate mobility trajectories and policy implications of Taiwanese highly skilled or ‘talent’ emigration. Hugo (2012) indicated personal mobility has become much more intense and complex in the Asian region. Moving to a far-away country is increasingly less common than moving within Asia, especially free mobility of highly skilled groups. In the case of Taiwan, the issue of shortage of talents needs urgent attention as Taiwan is suffering from a serious brain drain due to its slow economic growth in recent decades. This project is an attempt to engage a new dimension of Taiwanese talent emigration to nearby emerging Asian economies. Taking recent Taiwanese highly skilled migrant workers as a case study, I will employ interdisciplinary and qualitative approaches to conduct this research in Shanghai and Singapore. My research explores key factors shaping current moving behaviours, transnational practices that facilitate talent mobility, talent-recruiting strategies in different host cities, the role of agencies and their involvement in talent migration, incentive problems and consequences of brain drain, and solutions for policy-makers on the national level to prevent massive talent exodus. This study is significant and timely for both home and host countries; most importantly, voices of overseas Taiwanese talents need to be heard.
