Local Government Transformations and Policymaking Processes in Times of Crisis: A Comparative Study of Valencia and Mar del Plata

My research examines and compares local government transformations and policymaking processes across two cities. It looks at the experience of the governments of Valencia (Spain) and Mar del Plata (Argentina) at dealing with several episodes of crisis as well as various processes of institutional transformation following democratisation and decentralisation since the 1980s. It explores how crisis narratives and responses shape urban development trajectories across time and space from a historical and comparative perspective. The study considers how local government officials, urban development agents and multiple other actors involved in local policymaking processes devise, negotiate, adapt and decide upon alternative interventions, strategies and agendas in times of increased socioeconomic pressure, and institutional/organisational restructuring, in order to respond to the multiple infrastructure and service needs of local populations.The project does not aim to learn from best practices, strategies or policy interventions per se but from the local institutional settings and processes through which these are formulated and implemented.
