Alan Ingram calls into question the meaning of global health security

Dr Alan Ingram

Dr Alan Ingram has authored an editorial for e-International Relations (e-IR), an independent, student-run website for people who are interested in international politics, relating the current swine flu outbreak to ongoing efforts to develop a system of global health security. He argues that, while progress has been made in establishing such a system, the pandemic is exposing serious unresolved problems arising from huge differences in the capabilities of people and places to respond, ambiguities in the meaning of health security, and the difficulties of getting countries to cooperate.
